Observe that God said similar things three times:

God said he would make man in his image and likeness.
He made man in his image.
He made man and woman.

Are these redundant statements, or are they clues in the prophetic riddle?

A prophetic riddle is answered by New Testament doctrine.

Jesus is the express image of God
Bride is made like Christ

Once the answer is known, the riddle can be solved.

God said he would make mankind (man) in his image and likeness.
God made the man (Jesus) in his image.
He made the Christ and the bride.
